A professional architect and environmental planner with more than 39 years of experience in housing development and low-income infrastructures, innovative housing technologies, gender awareness, relocation and resettlement, community development works, as well as urban renewal projects. She is a graduate of the University of Sto. Tomas for her bachelor’s degree in  1978,  holds a Master’s Degree on Government Management from Pamantasan ng Lungsod ng Maynila. An alumna of Lund University in Sweden for a Diploma on Shelter Design and Development, she also holds a Diploma on Infrastructure for Low Income Urban Housing from Loughborough University of Technology in Leicestershire, England. She is likewise a Career Executive Service Eligible having passed the requirements of the Civil Service Commission in 2008.

Upon her retirement from public service, she went into private practice and is now a part time Senior Lecturer at the University of the Philippines, College of Architecture, teaching housing, urban and regional development and building laws. She also dabbles in watercolor painting during her free time.
